Japanese govern-
mant have been informed licenses to export tín in reason-
able quantities from Hongkong will be granted as a mattor
of course. Procedure for grant of licences however will
remain as before 1.0. application still will be considered
by Committee and you should not allow any shipments with-
out proper authority from me exempt in case of Yunnan tin
as to which my telegram of July 5th still holds good.
